李斌主任出席中国与世界卫生组织联合举办的人感染H7N9禽流感进展情况通报边会

  5月21日,中国代表团与世界卫生组织在第66届世界卫生大会期间联合举办人感染H7N9禽流感进展情况通报边会。国家卫生计生委主任李斌、世界卫生组织总干事陈冯富珍、西太平洋区域主任申英秀、助理总干事福田敬二、世界动物卫生组织总干事贝尔纳(Bernard Vallat)、联合国粮农组织首席兽医官胡安(Jouan Lubrth)、中国-世界卫生组织联合考察组中方组长梁万年出席并发言。主持人为德国联邦卫生部卫生和生物医学局卡琳(Karin)局长。来自各成员国、非政府组织、新闻媒体代表近300人出席会议。 
李斌在发言中全面介绍了中国防控人感染H7N9禽流感疫情的情况。她强调,中国政府高度重视,秉持把人民生命安全和身体健康放在首位。国家主席习近平、国务院总理李克强第一时间要求各地、各有关部门要高度重视,把疫情防控工作作为关系国计民生的重要任务来抓。专门有一名副总理直接指挥防控工作,多次召开高级别会议研究疫情防控策略,建立由卫生计生委牵头,农业部、林业局等16个部门组成的联防联控工作机制,按照依法科学应对、突出重点、分类指导的工作原则,指导各地采取了一系列有力、有序、有效、有度的措施。“预则立、不预则废”,这次中国政府能够从容、成功地应对疫情,得益于十年来中国政府加强公共卫生体系建设,建立完善了应急反应机制。李斌指出,在应对本次疫情中,中国政府与世卫组织密切合作。她表示,中国政府愿与各国一道在《国际卫生条例》框架下,支持世界卫生组织在全球卫生领域发挥积极作用。 
陈冯富珍在发言中感谢中国快速收集并与世界第一时间分享信息。高度赞扬中国所采取的快速反应和公开透明的态度。指出中国政府在十年前SARS之后大力投入,加强了公共卫生能力建设,此前的投入在今天见到了收益。申英秀在发言中表示,中国应对人感染H7N9禽流感是个典范,中国的经验非常可贵。福田敬二介绍了与中国专家开展联合调查的有关情况和发现,赞扬中国与世卫组织的合作是非常好的典范。他指出,在此次疫情应对过程中《国际卫生条例》起到核心作用,中国的经验应在全世界复制。胡安和贝尔纳介绍了与农业部开展的联合调查的有关情况,高度赞赏中国国家卫生计生委与农业部的良好合作。梁万年从技术角度介绍了此次疫情的流行病学、临床治疗以及防控措施等情况。

女士们、先生们: 
在这次世界卫生大会期间,中国和世界卫生组织联合召开人感染H7N9禽流感防控工作边会,邀请来自世界卫生组织、联合国粮农组织、世界动物卫生组织以及各国的卫生官员和专家,沟通疫情防控信息,共谋防控之计。这种畅通的沟通和交流非常必要,这体现了对全球卫生安全和人类健康的高度负责。 
今年3月末,中国卫生计生部门在接到地方报告3例不明原因肺炎病例后,用很短时间就确认病例为H7N9禽流感病毒感染。截至5月20日,中国大陆累计报告确诊病例130例,病例呈散发,分布于浙江、上海、江苏等10个省份。目前,治愈72人,死亡36人。 
疫情发生以来,中国政府高度重视,秉持把人民生命安全和身体健康放在首位。国家主席习近平、国务院总理李克强第一时间要求各地、各有关部门要高度重视,把疫情防控工作作为关系国计民生的重要任务来抓。专门有一名副总理直接指挥防控工作,多次召开高级别会议研究疫情防控策略,建立由卫生计生委牵头,农业部、林业局等16个部门组成的联防联控工作机制,按照依法科学应对、突出重点、分类指导的工作原则,指导各地采取了一系列有力、有序、有效、有度的措施,国家根据各省的疫情和需求,向各省提供不同的应对策略和指导,积极开展疫情防控工作。一是全力做好患者救治,及时制定下发诊疗方案,开展医务人员培训,做到早发现、早报告、早诊断、早治疗,并按照集中患者、集中专家、集中资源、集中救治的原则,加强重症病例救治,努力减少重症和死亡病例。保障患者救治费用,确保不因费用问题影响患者救治。二是加强监测。卫生部门强化了不明原因肺炎、流感样病例和病原学等监测,农业、林业部门加强了对动物、家禽和野鸟监测。及时开展风险评估,研判疫情形势。各地组织落实疫情溯源、现场流行病学调查、密切接触者追踪管理、卫生学处置等防控措施。三是地方政府根据当地疫情防控工作实际需要,有针对性地采取暂时或永久关闭城市活禽市场等措施,控制疫情源头,并采取规范活禽运输、强化健康教育等综合性措施,严防疫情扩散。四是中央财政安排6亿元人民币、约9700万美元扶持家禽产业健康发展,统筹做好科学防控疫情,推动家禽产业转型升级。五是坚持公开透明,及时准确发布疫情和防控工作信息,广泛宣传防治知识,加强公众风险沟通。六是紧急组织实施诊断技术、疫苗、病原学及溯源、流行病学、临床救治、动物模型等应急科研专项,为疫情防控提供科技支撑。 
在疫情防控过程中,中国与世界卫生组织沟通顺畅、配合默契。中国切实履行《国际卫生条例》,及时向世界卫生组织、有关国家和地区通报疫情信息。主动与世界卫生组织流感参比和研究合作中心以及指定的实验室共享毒株,保持定期交流及技术讨论。我与陈冯富珍总干事专门通电话,商谈防控合作。世界卫生组织专家接受邀请来华与中国专家组成联合考察组,考察疫情应对工作,对防控工作提出了很多宝贵的建设性意见。我们还举办了联合新闻发布会,向中外媒体通报疫情进展和防控措施。中国的疫情应对工作得到了来自世卫组织、粮农组织、世界动物卫生组织及有关国家和地区的支持与帮助。借此机会,我代表中国政府,向各方表示衷心的感谢! 
目前看,人感染H7N9禽流感疫情尚处于可防、可控范围,疫情总体形势没有发生质的变化,病例仍呈散发状态,病毒未发生变异,现有证据仍不能证明存在人传人现象。5月份以来,新增病例数明显减少,上海、江苏、浙江、山东等地解除了应急响应,疫情得到了有效遏制,防控工作取得了明显成效。由于对该病毒和疾病的认识仍有限,必须继续保持警惕,进一步完善相关预案并做好必要的应对准备。这次中国政府能够从容、成功地应对疫情,得益于十年来中国政府加强公共卫生体系建设,建立完善了应急反应机制,“预则立、不预则废”。我们感到,应对公共卫生安全问题,充分准备和积极行动,是非常重要的。 
女士们、先生们,人感染H7N9禽流感等新发传染病是人类面临的共同挑战。国际社会需要积极努力,不断加强公共卫生体系和能力建设,加强疫情信息通报,加强防控和救治经验的交流,加强科技成果的分享,共同应对疫情带来的威胁。中国政府愿与各国一道在《国际卫生条例》框架下,支持世界卫生组织在全球卫生领域发挥积极作用,协同遏制各种新发传染病的传播,保障人类的生命安全和身体健康。

  Ladies and gentlemen:

  During this World Health Assembly, China and WHO jointly convened this side event on Influenza A(H7N9) in order for officials and experts from WHO, FAO, OIE and relevant countries to communicate epidemic information and discuss common methods for prevention and control. This type of smooth communication and exchange is very necessary, and this demonstrates our commitment to global health security and human health.

  At the end of March this year, after receiving reports of three cases of pneumonia with unknown cause, in a very short period of time, the health authorities of China confirmed that those cases were human infections with the H7N9 avian influenza virus. As of May 20, a total of 130 confirmed cases had been accumulatively reported in mainland China. The cases are of sporadic nature, scattering around 10 provinces such as Zhejiang, Shanghai, Jiangsu, etc. Currently, 72 cases recovered, and 36 cases died.

  The Chinese government has taken the epidemic outbreak very seriously and  has always put people's life and health in the first place. President Xi Jinping, Premier Li Keqiang immediately demanded that all relevant localities and departments pay high attention, and take the epidemic prevention and control as an important task of protecting national welfare and people's livelihood. A Vice Premier served as the commander for prevention and control of epidemic. We held many high-level meetings to study the prevention and control strategies. Multi-sectoral prevention and control mechanism is set up, led by the National Health and Family Planning Commission and participated by 16 ministries, such as the Ministry of Agriculture, the State Forestry Administration, etc. Adhering to the principle of legal and scientific response, prioritized work and differentiated guidance, these institutions are guiding the nation for taking strong, orderly, effective, and appropriate prevention and control measures. According to their different epidemic situation and needs, the central government provided each province with distinctive response strategy and guidance.

  Firstly, Patients have been given utmost care. Health institutions have efficiently worked out treatment plans and carried out medical personnel training. Early detection, early reporting, early diagnosis and early treatment have been followed. Hospitals have been pooling experts and resources for focused treatment of patients, so as to reducing the number of severe cases and deaths. At the same time, no patient is left untreated due to lack of payment.

  Secondly, surveillance has been intensified. Health institutions at all levels have strengthened the surveillance of pneumonia with unknown causes, influenza-like illnesses and pathologies. The agriculture and forestry authorities have strengthened the monitoring of animals, poultry and wild birds. We promptly carried out risk assessment and situation analysis. Local authorities have organized epidemic tracing, on-site epidemiology investigations, tracing of close contacts to poultry, and hygienic disposal, etc.

  Thirdly, local governments have shut down live poultry markets temporarily or permanently as needed to control the source of outbreak. They have also taken integrated measures to standardize live poultry transports and strengthen health education to curb the epidemic from spreading.

  Fourthly, the central government has allocated RMB600 million, around 97 million USD to support healthy development of the poultry industry. Scientific prevention and control of the epidemic can go hand in hand with the poultry industry restructuring and upgrading.

  Fifthly, information has been open and transparent. Epidemic updates have been timely and accurately released. Prevention and control knowledge has been widely disseminated. Risk communication with the public has been strengthened.

  Sixthly, we have organized focused research programs on diagnostic techniques, vaccines, etiology, epidemiology, clinical treatment, and animal models, etc. These researches provide scientific and technological support for the epidemic prevention and control.

  In the process of epidemic prevention and control, China and WHO had smooth channels of communication and good collaboration. The Chinese government has effectively implemented theInternational Health Regulations and timely notified the World Health Organization and relevant countries and regions of the epidemic. We have taken the initiative to share the virus strains with the WHO Influenza Reference and Research Collaborating Centers as well as their designated laboratories, and conducted extensive international exchange and cooperation. I had a phone conversation with Dr. Margaret Chan on the epidemic cooperation. Upon our invitation, WHO experts came to China and joined Chinese experts in assessing China’s response to the epidemic. They gave us a lot of valuable constructive suggestions. We held a joint press conference with WHO to inform domestic and international media of the epidemic updates and our prevention and control progress. China's response efforts have been supported by WHO, FAO, OIE and relevant countries and regions. On behalf of the Chinese government, I would like to take this opportunity to express our heartfelt gratitude to you all!

  In view of the present situation, the avian influenza A (H7N9) is preventable and controllable. There has been no qualitative change of the epidemic. Cases are sporadic. There has been no virus mutation. Available evidence proves no human-to-human transmission. Since May, the number of new cases has decreased significantly. Shanghai, Jiangsu, Zhejiang, Shandong have lifted the emergency response and the spread has been effectively curbed. Prevention and control have been proven effective. However, due to our limited understanding of the virus and the disease, it is imperative to continue to be vigilant and prepared with further contingency plans. Chinese government’s successful response this time benefited from our efforts in the past decade in strengthening public health system and establishing a sound emergency response mechanism. Just as a Chinese saying goes, “prepardness ensures success, unpreparedness spells failure”. We feel that, in response to public health security, full preparedness and active actions are critical.

  Ladies and gentlemen, emerging infectious diseases, such as avian influenza A(H7N9), are common challenges to humanity. The international community needs to work actively to strengthen the institutional capacity building of public health, facilitate epidemic communications, exchange experiences in prevention, control and treatment, share scientific findings, and jointly cope with epidemic threat. Under the framework of International Health Regulations, the Chinese government is ready to join hands with all countries to support WHO’s role in coordinating global efforts to curb any emerging infectious disease and protect life and health.
